December听4, 2025 –听The 欧美情色片 Association (欧美情色片) released its听Clean Power Quarterly Market Report听today, showing U.S. clean energy developers delivered听a strong third quarter, adding a听record 11.7 gigawatts (GW) of new utility-scale solar, wind, and energy storage capacity. That is听enough听capacity听to听power听over 1.6 million homes听鈥撎齬epresenting听a 14% jump over听the same period a year ago. Battery storage alone听surpassed听its听previous听Q3 record with 4.7听GW听installed.听This听strong听year was expected given the strong momentum and policy tailwinds supporting the industry over the听last several听years.听Despite strong near-term numbers,听the report highlights听how lingering policy and regulatory uncertainty put the pace of future growth at risk.听

鈥淭he third quarter鈥檚 record results mask an unstable policy environment that is threatening our ability to meet our future energy needs,鈥� said听欧美情色片 CEO Jason Grumet. 鈥淭he policy chaos at the federal level has seeped into every part of project timelines, stalling growth precisely when we need to meet demand and keep energy prices affordable for American families and businesses.鈥澨�听听

Decline in听Power听Purchase听Agreements:听Something听to听Watch听

While Q3 posted record installations, the forward-looking indicators tell a more concerning story.听Power purchase agreements (PPAs) fell 31% year-over-year, pushing the year-to-date total听for all offtake types听38% below听the same point听last听year.听听

Despite robust听demand for power,听buyers听largely sat听on the sidelines听in听the third quarter,听waiting for a clearer policy environment to听emerge听and听the rules around tax credit eligibility for developing future projects听to be set.听Treasury鈥檚 long-awaited guidance on transferable tax credits and foreign-entity-of-concern rules only landed halfway听through Q3,听this听complicated听financing conversations and resulted听in听virtually no听net pipeline growth听(<1 %), quarter-over-quarter.听听听

鈥淒emand from AI, data centers, and onshoring manufacturing is set to push U.S. electricity needs to all-time highs next year,鈥� added Grumet. 鈥淲ith swift policy action, this demand can be met with domestic clean energy, supporting U.S. competitiveness in the race for these new technologies.鈥澨�听

Q3听2025听Key Highlights:听听

• Total Clean Power Capacity Installed: Strongest Q3 on record.听Total clean power capacity installed in Q3听2025听at听11,695 MW听represents听a 14% increase YOY. Of that capacity, land-based wind increased 131% over Q3 2024.听

• Pipeline Hits All-time High听but听Growth Stalls: The clean power pipeline reached a new high of 186,185 MW听by the end of September, growing 9% YOY. However, the pipeline expanded a mere 1% from the first quarter of听2025.听听

• 2025 On Pace听for听a Strong Year: Year听to听date,听30.9 GW of听clean听energy听power听generation听has been connected to the grid, up 1听GW from the current top year (2024) for clean energy installation.听

• Offtake Agreements听in听Decline: Clean energy offtake announcements during the first three quarters of 2025 were听down 38%,听compared to the听same period in 2024.听

• States听Set to听Double Clean Energy Portfolios:听Eleven states have enough capacity in their pipelines to more than double their operational portfolios: Alabama, Arizona, Delaware, Kentucky, Maryland, Massachusetts, Michigan, New Jersey, New York,听Tennessee听and Virginia.听听

• Offshore Wind Faces Challenges: No capacity changes during Q3, but moving into the fourth quarter, the offshore wind pipeline will decline, after听Invenergy听submitted听a petition to cancel听its OREC agreement听with the New Jersey Board of Public Utilities听for Leading Light Wind (2,400 MW).听听
